NeighborWorks Capital Advantage Partners (NCAP) helps connect NeighborWorks organizations with the funding, expertise, and strategic relationships needed to advance affordable housing and strengthen neighborhoods nationwide. Through the power of the NeighborWorks network, NCAP works to bridge gaps between national resources and local leadership, helping communities access flexible financing, specialized support, and collaborative opportunities that can move projects forward, unlock investment, and expand long-term opportunity.

The Challenge

Too many communities remain disconnected from the resources that drive investment and growth.

Across the country, communities are working to expand affordable housing and strengthen local economies. Yet access to capital, technical expertise, and strategic relationships remains uneven. This issue reflects how capital delivery systems have evolved around scale, geography, and market concentration, making it easier for resources to reach larger or prioritized markets while many smaller cities, rural communities, Native communities, and historically overlooked areas remain outside the system’s effective reach. As a result, many high-impact organizations operate with limited access to the funding, partnerships, and specialized support needed to grow and scale their work. NCAP helps bridge these gaps by strengthening connections between national resources and community-based leadership.

Rather than building parallel systems, NCAP works to strengthen connections across the existing ecosystem, linking NeighborWorks organizations, investors, intermediaries, philanthropy, and strategic partners around shared goals. Why the NeighborWorks Network?

National scale rooted in local trust.

The NeighborWorks network includes nearly 250 community-based organizations operating in every state, plus the District of Columbia, and Puerto Rico. These organizations are locally rooted, resident-centered, and trusted within the communities they serve. Because they work alongside residents every day, they understand local markets, neighborhood priorities, and community challenges firsthand. Not only do network members serve many overlooked communities, but they also know other organizations seeking equitable funding and can serve as a bridge to them as well. Combined with the scale of the national network, that local trust creates a powerful platform for expanding access to capital, innovation, and opportunity in communities that have historically been overlooked.

How We Work

NCAP is designed to work alongside existing organizations and systems. We partner with investors, financial institutions, philanthropy, intermediaries, and community-based nonprofits to help align resources, reduce fragmentation, and expand reach. Our goal is to strengthen coordination across the field and expand scalable pathways that connect national resources with community-driven solutions.

We believe more communities should have access to the capital, expertise, and strategic connections needed to bring local solutions to life. No single organization can solve today’s housing and community development challenges alone. But through stronger collaboration, shared learning, and intentional partnership, we can help build more resilient communities and expand opportunities more broadly.
