NeighborWorks Capital Expands Leadership Capacity to Support Continued Growth and Innovation

NeighborWorks Capital is pleased to announce the appointment of Nancy Wagner-Hislip as Executive Vice President, a newly created leadership role that reflects the organization’s continued growth and expanding commitment to connecting affordable housing and community development organizations with the capital, expertise, and partnerships they need to strengthen communities.  

Nancy will lead NeighborWorks Capital’s core lending business, overseeing lending, credit and risk, and portfolio management while continuing to provide executive leadership for NeighborWorks Capital Consulting. In this expanded role, she will drive strategy and growth across these areas, provide leadership for loan and portfolio approvals, and help advance innovative capital and advisory solutions that strengthen organizations and the communities they serve. 

“Nancy has been one of the top leaders in the CDFI industry for many years, and we are fortunate to have her as part of the NeighborWorks Capital team,” said Jim Peffley, Chief Executive Officer for NeighborWorks Capital. “Since joining the team, Nancy has proven a valuable resource by serving as an internal consultant across a variety of efforts. Given our current needs and her exceptional capacity, I have asked Nancy to oversee our core business: lending, credit/risk, and portfolio management by stepping into the role of Executive Vice President.  I am thankful she has accepted this challenge.”

Nancy joined NeighborWorks Capital in 2023 as Chief of Consulting, bringing more than 30 years of community development experience. She launched and led NeighborWorks Capital Consultingestablishing a new business line that strengthens NeighborWorks network organizations and other mission-driven community development organizations through tailored advisory services, national expertise, and capacity-building support.

Prior to joining NeighborWorks Capital, Nancy served as Chief Investment Officer at Reinvestment Fund, where she managed a $700 million loan and investment portfolio and led annual originations exceeding $200 million. Her expertise spans all aspects of community development finance, including lending, credit, portfolio management, enterprise risk management, capitalization, and organizational strategy.

NeighborWorks Capital Welcomes New Board Members 

As NeighborWorks Capital continues to expand its leadership capacity, the organization is also pleased to welcome two new board members to its Board of Directors: Olivia Barrow Strauss and Dr. Bill McKinney.

Olivia Barrow Strauss is Vice President of Community Development at JPMorganChase, where she leads national philanthropic and policy strategies focused on advancing housing market affordability priorities. Previously, she served as Deputy Director for National Policy and Advocacy at the Low Income Investment Fund (LIIF), where she helped shape initiatives focused on affordable housing and impact lending. Earlier in her career, Olivia was a Senior Policy Analyst at Enterprise Community Partners, where she led advocacy efforts on affordable housing and community development tax credits. She holds a bachelor’s degree in public policy and a master’s degree in public administration from The George Washington University.

Dr. Bill McKinney is Executive Director of New Kensington Community Development Corporation (NKCDC), where he leads efforts to advance equitable community development in Philadelphia’s Kensington neighborhood. He brings more than 25 years of experience across nonprofit, public, and academic institutions, with expertise in community development, economic justice, resident engagement, and public policy. Prior to NKCDC, Dr. McKinney served as Executive Vice President and Director of Research and Evaluation at The Food Trust and held leadership roles at the Howard Samuels Center at the Graduate Center of the City University of New York. He holds a Ph.D. in Anthropology from Temple University.
