Strengthening Portfolio Performance Through Strategic Assessment
NeighborWorks Capital Consulting helped Atlanta Neighborhood Development Partnership (ANDP) strengthen its internal systems and align operations with an ambitious growth strategy through targeted, data-driven guidance. The engagement provided leadership with the clarity and structure needed to confidently scale its lending platform and advance its long-term affordable housing goals.
ANDP launched a $500 million initiative to build or preserve 2,000 affordable homes and significantly expand its CDFI loan fund by 2025. This bold effort represented a major step forward in increasing community impact, but also introduced new operational, regulatory, and financial complexities. To support this growth, ANDP needed to ensure that its governance framework, lending policies, compliance systems, and capital strategies were aligned with both industry standards and the scale of its ambitions.
ANDP recognized that while its mission and market opportunity were clear, its internal systems needed to evolve to support sustained growth. Updating outdated bylaws, strengthening underwriting and reserve policies, improving compliance with CDFI Fund requirements, and developing a more sophisticated approach to capital planning were all critical to moving from an ambitious vision to an executable strategy. What was needed was targeted, expert guidance to strengthen these core functions without overextending internal capacity.
NeighborWorks Capital Consulting worked closely with ANDP to deliver a series of integrated improvements across governance, lending, and operations. This included revising bylaws to align with the organization’s current structure and goals, updating loan policies and underwriting standards, implementing a compliant loan loss reserve methodology, enhancing reporting and analytics, and advising on capital raising and investor strategy.
This work strengthened ANDP’s ability to manage risk, meet compliance requirements, and operate more efficiently at scale. It also positioned the organization to better attract and deploy capital in support of its mission.
“Reaching these ambitious goals is only possible with robust partnerships, and NeighborWorks Capital is a key partner in our work. NeighborWorks Capital Consulting has supported refining our Loan Fund policies and procedures to ensure alignment with new standards and updates required, given our loan fund’s growth. They have been invaluable in supporting the development of capital management and growth strategies, ensuring we are prepared to meet affordable housing needs in our market. NeighborWorks Capital has made a decisive difference in our ability to grow the capacity and output of our loan fund.”
As a result, ANDP has made significant progress toward its goals, reaching 81% of its housing target and tripling its loan fund to $34 million. The organization is now better equipped to navigate increasing complexity, expand its lending capacity, and deliver lasting impact in the communities it serves.
