Rosa has over 30 years of experience in business development, commercial real estate lending, and real estate management and development. She is currently the President & CEO of BCL of Texas, a NeighborWorks organization. In her 26 years leading the organization, she has grown its net worth eightfold, facilitated over $200 million in small business loans and manages a $25 million commercial real estate loan portfolio, and is Asset Manager for a $2.5 million real estate portfolio. She has a strong commitment to rural communities and served as a board member of the Rural Alliance.

Megan Teare has been working in the community development field for 25 years. She is currently a managing director with the Wells Fargo Community Lending and Investment group where she manages the program that provides enterprise-level capital to community development financial institutions (CDFIs), minority depository institutions (MDIs), and nonprofit housing developers. Megan also serves as a board member of NeighborWorks Capital. Before joining Wells Fargo, she served as senior loan officer at the McAuley Institute and as a consultant to non-profit housing developers. She has an undergraduate degree in architectural history from Wesleyan University and a master’s degree in urban planning from the University of Virginia.

Caroline is responsible for Aeon’s real estate asset management, finance and accounting functions. She has expertise in developing management systems that ensure the long‐term viability of assets and monitor organizational risk factors. Since 2007, Caroline has been a member of the STRENGTH MATTERS CFO Working Group which has developed a series of white papers on external reporting best practices for the nonprofit affordable housing industry. Caroline has a degree in accounting and is a CPA. She has been with Aeon since 1998, an organization with over 2,200 units of affordable rental housing.

Tatiana Blank is responsible for corporate and real estate development accounting, finance, and asset management for Eden Housing, its affiliates, and ownership entities. Tatiana works closely with the Finance and Audit Committees of the Board of Directors, and she directs and manages Eden’s relationships with lending institutions, shareholders, and the financial community. Tatiana leads Eden’s finance team, which oversees Eden’s total assets of $2 billion with a combined annual operating revenue of more than $175 million.

She also is the non-profit lead banking coverage, including CDFIs, affordable housing developers, charter school networks, private K-12s, universities, and foundations. Recently she participated in the ground-breaking $1 Billion Ford Foundation bond issuance and MacArthur Foundation bond issuance. Charlotte Crow is Senior Vice President of the Enterprise Community Loan Fund, responsible for borrowing capital to support lending activities, investor relations, cash management, and general treasury functions. During her tenure, Enterprise Community Loan Fund joined the FHLB of Atlanta, was rated for the first time by S&P Global Ratings, and issued a $50 million general obligation bond in 2018. She brings almost 30 years of banking, finance, and treasury experience to her role. Prior to joining Enterprise in May 2006, Charlotte spent 14 years at Signet Bank in Richmond, VA, where she was in charge of the asset and liability management group and served as a member of the Asset and Liability Committee. She has a bachelor’s degree in economics and psychology from Kenyon College and MBA from College of William and Mary with a concentration in finance.

Fred Dodson, Jr. is the Chief Operating Officer and Executive Vice president of DreamKey Partners, where he manages the organization’s multifamily real estate development financing activities and corporate operations. Before joining DreamKey in 1997, he gained experience directing the Hospitality House of Boone, North Carolina homeless shelter, the New River Valley Habitat for Humanity Affiliate, and the Montgomery County Community Shelter in Virginia. Mr. Dodson earned a Bachelor of Science in Psychology from Appalachian State University and a Juris Doctorate from the University of Tennessee College of Law. During his 27 years with DreamKey, he helped the organization grow its real estate portfolio from 400 to nearly 3,000 units. He has also led the organization in its geographic footprint to South Carolina and Georgia.

Leah has been with the organization for nine years and most recently served as Senior Vice President of Real Estate Development. Before joining Homeport, Evans worked for the City of Gahanna as the Deputy Director of Planning & Development and Economic Development Manager. Prior to Gahanna, she worked for the State of Ohio and its Department of Development.

Emmanuel Kinard is a dedicated leader in affordable housing with a career focused on creating and preserving over 3,600 affordable homes. As the Executive Director of The Alden Foundation, he provides strategic, operational, and financial leadership, overseeing every aspect of Low-Income Housing Tax Credit (LIHTC) projects—from acquisition and financing to construction and compliance. In this role, Emmanuel spearheads the development and preservation of affordable housing, including site selection and asset operations to ensure organizational and project success.
Before joining The Alden Foundation, Emmanuel held pivotal roles across various sectors of affordable housing. As Vice President of Preservation Acquisitions and Asset Management at the Hispanic Housing Development Corporation, he led the acquisition of preservation properties, evaluated deals, and managed debt and equity financing. His experience includes underwriting $102 million in LIHTC equity investments at Enterprise Housing Credit Investments, supporting the development of 521 units, and originating $15.5 million in permanent debt at IFF, contributing to the creation of 2,672 affordable housing units. His foundational experience at the Illinois Housing Development Authority further refined his skills in structuring and underwriting LIHTC transactions, deepening his expertise in financing and credit recommendations.
Emmanuel holds a Master of Business Administration with a focus in Real Estate from the Heller College of Business at Roosevelt University and a Bachelor of Arts in Leadership Studies from DePaul University.

Andy has over 30 years of experience in affordable housing and community development. He most recently served as Chief Operating Officer of East Bay Asian Local Development Corporation (EBALDC). Andy served as Senior Vice President of Real Estate Development for Eden Housing. Under his leadership, Eden Housing greatly expanded its new construction pre-development pipeline, recapitalized and renovated its existing portfolio, grew the organization's financial reserves, and extended its impact by opening development offices in Monterey and San Diego, California. Andy was a Senior Banker for JP Morgan Chase Community Development Banking. He also served as Vice President of Real Estate Development for Citizens Housing Corporation, as Director of Real Estate Development at BRIDGE Housing Corporation, and as Vice President at Community Preservation and Development Corporation in Washington, DC. Andy also has significant real estate lending and finance experience having spent six years at Fannie Mae’s American Communities Fund, which financed affordable housing development, provided joint venture equity for workforce housing, and loans to local governments. Before his work in affordable housing, Andy practiced law at non-profit organizations in California and Philadelphia.

Laura Meadows is a nationally recognized expert in delivering finance into underserved rural places. She’s been a leader in informing Duty To Serve plans for GSE’s, and is unparalleled in her knowledge of the USDA 502 Direct loan program, which has been the backbone of affordable housing finance in rural America for decades. She advises nonprofits across the nation on how to administer the USDA 502 Direct program, resulting in earned income opportunities and access to mortgage dollars for the low-income households they serve. As Executive Vice President of Lending, Laura oversees all functions of the single-family lending department, as well as Community Lending. During her 15 years at Fahe, single-family home purchase lending has grown from $3M in FY2007 to $140M in FY2023.

She recently retired from her position as Director of Lending at Housing Assistance Council where she led lending and community investment functions to provide low-cost capital to local nonprofits, for-profits, and local governments developing affordable housing in rural communities throughout the United States. Eileen has consulted for housing and impact investment organizations across the country and previously worked as Director of Capital Innovation at Living Cities, the Director of Strategy for the District of Columbia Housing Authority, the COO of the Fresno Housing Authority, and Director of Public Entity Lending at Fannie Mae.

Mr. Reed is President and previously Chief Financial Officer of Community Housing Partners (CHP), one of the largest NeighborWorks affiliates due to its large portfolio of affordable multifamily housing across the Mid-Atlantic and Southern region of the U.S. He has over 25 years of experience in financial and corporate management and is responsible for corporate finance, real estate development, property and asset management, and resident services. CHP owns more than 6,500 apartments at a cost of over $440 million. He provides leadership to the Senior management and works with the CEO and the Board of Directors. He also participates in the CFO workgroup of STRENGTH MATTERS™ and Board of Directors of Stewards of Affordable Housing For The Future.
