She is currently the President & CEO of BCL of Texas, a NeighborWorks organization. In her 26 years leading the organization, she has grown its net worth eightfold, facilitated over $200 million in small business loans and manages a $25 million commercial real estate loan portfolio, and is Asset Manager for a $2.5 million real estate portfolio. She has a strong commitment to rural communities and served as a board member of the Rural Alliance.

Charlotte Crow is senior vice president of the Enterprise Community Loan Fund, responsible for borrowing capital to support lending activities, investor relations, cash management and general treasury functions. During her tenure, Enterprise Community Loan Fund joined the FHLB of Atlanta, was rated for the first time by S&P Global Ratings and issued a $50 million general obligation bond in 2018. She brings almost 30 years of banking, finance and treasury experience to her role. Prior to joining Enterprise in May 2006, Charlotte spent 14 years at Signet Bank in Richmond, VA, where she was in charge of the asset and liability management group and served as a member of the Asset and Liability Committee. She has a bachelor’s degree in economics and psychology from Kenyon College and MBA from College of William and Mary with a concentration in finance.

Before joining the Housing Partnership in 1997, Dodson gained experience directing the Hospitality House of Boone, North Carolina homeless shelter as well as the New River Valley Habitat for Humanity Affiliate and the Montgomery County Community Shelter, both located in Virginia. He also oversees the long-term physical and financial planning for HHDC’s portfolio. Prior to joining HHDC, Emmanuel worked for a tax credit equity syndicator underwriting LIHTC equity investments; a CDFI originating debt for multifamily affordable housing communities across the Midwest; and a State Housing Finance Agency underwriting the allocation of 9% and 4% LIHTC. Throughout his affordable housing career, he has contributed to the creation of 3,600 affordable homes, underwrote $102 million of LIHTC equity investments, and originated $123 million of debt.

Andy has over 30 years of experience in affordable housing and community development. He most recently served as Chief Operating Officer of East Bay Asian Local Development Corporation (EBALDC). Andy served as Senior Vice President of Real Estate Development for Eden Housing. Under his leadership, Eden Housing greatly expanded its new construction pre-development pipeline, recapitalized and renovated its existing portfolio, grew the organization's financial reserves, and extended its impact by opening development offices in Monterey and San Diego, California. Andy was a Senior Banker for JP Morgan Chase Community Development Banking. He also served as Vice President, Real Estate Development for Citizens Housing Corporation, and as a Director of Real Estate Development at BRIDGE Housing Corporation, and as a Vice President at Community Preservation and Development Corporation in Washington, DC. Andy also has significant real estate lending and finance experience having spent six years at Fannie Mae’s American Communities Fund, which financed affordable housing development, provided joint venture equity for workforce housing, and loans to local governments. Before his work in affordable housing, Andy practiced law at non-profit organizations in California and Philadelphia.
