More About Jim Peffley

Jim has over 30 years of experience in community development, affordable housing, and impact investing. He joined the team in 2022 as Chief Executive Officer and is responsible for implementing NeighborWorks Capital’s current strategic plan. He oversees capital raising, risk management, communications, and relationship management for the organization.

Jim's experience spans all areas of lending (including community development, single family, multifamily and commercial), LIHTC syndication, loan securitization, secondary market transactions and bond finance. He has an extensive track record that includes work in the private, public, and nonprofit sectors at Cinnaire, Delaware Community Investment Corporation, Fannie Mae, and Delaware State Housing Authority.

Jim has held board positions at the National Association of State and Local Equity Funds, Delaware Housing Coalition, Housing Alliance Delaware, Urban Bike Project, and Community Service Building Corporation. He holds a Bachelor of Science in Business Administration from the University of Delaware with graduate studies in Public Administration and Business Administration.

More About Ben Greenberg

Ben brings over 23 years of experience in consultative underwriting and community development lending. He joined NeighborWorks Capital in June 2025 as Chief Lending & Customer Engagement Officer, where he leads lending operations and customer engagement across a growing portfolio of capital solutions. In this role, Ben oversees the Lending team, directs the development and delivery of loan products, and ensures all customer-facing efforts, including marketing, outreach, and capital deployment, are strategic, coordinated, and responsive to the evolving needs of the NeighborWorks network.

Previously, Ben served as Vice President of Lending at Housing Partnership Network/Fund, where he was responsible for credit and loan origination, led product innovation, and drove significant portfolio growth in support of HPN’s member organizations. He also held senior roles at NeighborWorks Capital and Community Housing Capital, both CDFIs serving the NeighborWorks network.

Ben holds a Bachelor’s degree in Accounting, with an emphasis on nonprofit and government accounting, and a Certificate in Urban Real Estate Development and Finance from Cleveland State University’s Levin College of Urban Studies.

More About Beth O'Leary

Beth has over 30 years of experience in affordable housing asset management, as well as organizational management focused on operational performance and leadership development. She joined NeighborWorks Capital in May 2019, as Chief Portfolio Officer. In that role, Beth leads a team that works closely with borrowers from the NeighborWorks network and oversees the $100MM loan portfolio, providing resources for community development across the country. In January 2024, Beth became Chief Risk Officer, responsible for credit, portfolio management, and technology operations.

Before coming to NeighborWorks Capital, Beth was a consultant to high impact organizations, building asset management capacity and supporting strategic change. Prior to that, she was President and CEO of Enterprise Community Asset Management, with a national portfolio of 1,400+ affordable multifamily properties financed with Low Income Housing Tax Credits. Early in her career, Beth worked for a community-based organization in the Northwest Bronx neighborhood of New York City as well as the City of New York's housing department underwriting multifamily rehab loans.

Beth has a Bachelor of Arts degree from Williams College in Philosophy and Masters degree from Cornell University in Regional Planning with a concentration in Housing.

Matt brings over 15 years of experience in housing and community development finance to his role as Chief Financial Officer. He joined the NeighborWorks Capital team in March 2023. 

Matt was previously Vice President, Planning and Strategy at Lincoln Avenue Communities. Concurrent to his role at Lincoln Avenue Communities, Matt served as the inaugural Treasurer of Fairview Housing Partners and as the Treasurer at Housing Partnership Equity Trust REIT I, LLC (HPET REIT). Matt joined Lincoln Avenue following the company’s acquisition of a majority interest in HPET REIT, where he was the Executive Vice President, Finance and Investor Relations. Previously, Matt served as Treasurer of Capital Impact Partners, and Matt also worked at Calvert Impact Capital and PGIM Private Capital.

Matt holds a master’s degree in economics from Macquarie University, Sydney, Australia, and a bachelor’s degree in economics and political science from St. Norbert College, De Pere, Wisconsin. He studied at the London School of Economics, London, England, and at Fudan University, Shanghai, China. Matt serves on the boards of the Washington Area Community Investment Fund (current Board Chair), ROC USA, and the CDFI Advisory Board for Fairview Housing Partners. Matt is a member of Leadership Greater Washington’s Signature Program class of 2021 as well as the current NeighborWorks Achieving Excellence Program cohort.

More About Nancy Wagner-Hislip

Nancy joined the NeighborWorks Capital team in 2023 and brings more than 30 years of community development experience to her role as Chief of Consulting. She is responsible for providing direct advisory and consulting services to NeighborWorks members and managing additional third-party consultants. 

She most recently served as Chief Investment Officer at Reinvestment Fund where she managed a $700 million loan and investment portfolio and drove annual originations in excess of $200 million. She was responsible for all aspects of the lending business, including business planning, new business development, loan origination, asset management, lending enterprise risk management, and capitalization.  

Nancy is a recognized expert in community development finance with deep knowledge of major federal financing and subsidy programs, tax-incentivized financing instruments, and complex capital structures. She also has a deep connection to affordable housing, having served on several national and local boards of organizations dedicated to providing affordable housing. Nancy holds a bachelor’s degree in public policy and economics from the University of Pennsylvania.

Laura joined the NeighborWorks Capital team in 2024 as Chief Growth Officer. She brings over 25 years of experience in the financial services sector, both in nonprofit CDFI leadership and for-profit banking and mortgage lending. Laura leads NeighborWorks Capital’s strategic growth and implementation, resource development, marketing and communications, and human resources initiatives.

Previously, Laura provided consulting to nonprofits and emerging startups in the areas of strategic communications, operational effectiveness, capacity building, and capital raising. She also served as the President of Homewise, Inc., a nonprofit Community Development Financial Institution (CDFI) with a mission to create successful homeowners and strengthen disinvested neighborhoods.  

Laura earned a B.A. in English Literature from Colorado State University and holds a Certificate in Fund Raising Management (CFRM) from the Indiana University Lilly Family School of Philanthropy.

Lanie brings over 18 years of experience in commercial real estate and construction lending to her role as Director of Lending and Special Initiatives. She joined NeighborWorks Capital in 2021.

Throughout her career, Lanie has focused on expanding access to capital for affordable housing and community facilities, with a strong background in CDFIs. She began as Director of Lending for IFF, where she launched the organization's Wisconsin office and expanded its presence across Midwest markets. At IFF she deployed loans and New Markets Tax Credits into projects to catalyze investment in low-income communities, including health care clinics and a state-of-the-art campus for survivors of domestic violence. She went on to serve as SVP/Senior Lender at a Tampa-based CDFI, where she partnered with the banks to fund affordable housing developments throughout Florida. Most recently, Lanie was VP of Originations at First Housing, a HUD multifamily lender and lead underwriter of 4% and 9% LIHTC transactions in Florida. 

Lanie holds a BA from the University of Wisconsin-Madison and an MA from the University of Chicago.

Sarah brings over 23 years of experience in community development financing to her role as Senior Loan Officer at NeighborWorks Capital. She has worked across large national commercial banks, CDFIs, and private brokerage, building a diverse and comprehensive background in the field. Sarah joined the NeighborWorks Capital team in March 2026. 

Throughout her career, Sarah has focused on financing community facilities and affordable housing, originating more than $3 billion in debt. She has extensive experience with LIHTC, PAB, and pre-development, construction, and permanent financing. Sarah has partnered with organizations of all sizes, from small nonprofits to some of the largest developers in the country, helping to advance impactful projects in communities nationwide.

Sarah holds a BA in English Literature and a Master of Business Administration.

Rotem brings a strong background in affordable housing and community development finance to his role as Loan Officer at NeighborWorks Capital. Prior to joining NeighborWorks Capital, Rotem served as a Senior Underwriter at New Jersey Community Capital, where he was responsible for underwriting affordable housing, small business, and community facility loans, as well as New Markets Tax Credit transactions. Earlier in his career, he was a Senior Underwriting Analyst at Dwight Capital, where he supported HUD lending nationwide.

Rotem holds a Master of Business Administration in Real Estate and Finance from Baruch College.

Oliver joined NeighborWorks Capital in May 2026 as an Underwriter. In this role, he reviews borrower financials, project information, market data, and third-party reports, and helps prepare materials required for loan approval. He brings several years of experience underwriting affordable housing and community development transactions, with expertise across a broad range of financing structures and loan products.

Prior to joining NeighborWorks Capital, Oliver worked at High Impact Financial Analysis as an Underwriter. During his time there, he underwrote more than $1.3 billion in community development loans and 2,400 affordable housing units nationwide. His experience included transactions involving 4% and 9% Low Income Housing Tax Credits (LIHTC), Historic Tax Credits, New Markets Tax Credits (NMTC), HUD financing, and charter schools. Prior to his work at High Impact, Oliver worked in Accounting at Schools Out, Inc., a nonprofit childcare organization, where he assisted with accounting operations, audit preparation, payroll entries, and reconciliations.

Oliver graduated from St. John Fisher University with a Bachelor of Science degree in Corporate Finance and minors in Accounting and Philosophy. He also completed his MBA in General Management at St. John Fisher University.

Jarrod joined NeighborWorks Capital as Director of Portfolio Management in December 2024, bringing over 10 years of experience in affordable housing development and portfolio management. Jarrod is responsible for the management of portfolio management operations, overseeing the team managing loans after closing, as well as reporting to the Loan Committee. He was previously a Senior Portfolio Manager, working with various NeighborWorks organizations across the country.

Jarrod was formerly Chief Housing Development Officer for So Others Might Eat (SOME), a Washington, DC homeless services and affordable housing provider. Jarrod and his team managed the rehabilitation of SOME’s affordable housing portfolio, including the redevelopment of their historic Dining Room and Community Resource Center, which provides meals and services for the City's homeless community. Before that, he served as SOME’s Housing Development Project Manager for seven years.

Jarrod has an MA in Community Development and Planning and BA in Sociology with a concentration in Urban Development and Social Change, both from Clark University.

Tiana brings 20 years of experience to her role as Director of Analysis and Technology Operations. She is responsible for portfolio analysis, reporting, and managing NeighborWorks Capital’s technology infrastructure and operations. Tiana works with the senior management team and outside vendors to develop long-term plans for NeighborWorks Capital’s technology systems and tools, overseeing system enhancements, including cybersecurity initiatives.

Prior to joining NeighborWorks Capital in 2021, Tiana worked at Enterprise Community Partners for 15 years, focused on program oversight and technology systems to support community development efforts and reporting on program performance.  Prior to Enterprise, she worked in various capacities as a legal assistant, paralegal, and tax associate.

Tiana has a B.A. in Economics from St. Mary’s College of MD.

Prior to NeighborWorks Capital, Maya managed commercial loan closings at Industrial Bank and at Capital One, leading teams, improving customer-focused processes, and working with a wide range of real estate developers, investors, and loan syndicators.

Alexas joined the NeighborWorks Capital team as Portfolio Analyst in June 2023 and was promoted to Portfolio Management Associate in January 2026. Alexas is responsible for the reporting portal, working with borrowers to keep loan information current. She also handles loan administration, construction and predevelopment draw processing, as well as loan analysis and management.

Alexas worked previously at NVR Mortgage Finance in Pittsburgh, PA, where she audited residential mortgage loans. Prior to that, she worked at First Commonwealth Bank in Pittsburgh, where she was responsible for underwriting commercial and industrial loans.

She holds a Bachelor of Science in Finance – Investment Management from Saint Vincent College in Latrobe, PA.

Brendan joined the NeighborWorks Capital team as a Project Manager in April 2024. He is responsible for coordinating and supporting efforts on multiple new initiatives, including the NeighborWorks Capital Equity Fund and CDFI Fund compliance. His work also includes project management support across our technology platform, with a particular focus on our expansion of Salesforce as a customer service and insight platform. 

Brendan previously worked with the Council of Development Finance Agencies (CDFA), where he managed the CDFA Community Facilities Technical Assistance Program for Tribal Communities, funded by the USDA. As part of this work, Brendan co-authored their Rural Development Finance Toolkit to assist with outreach initiatives.

Brendan is a Development Finance Certified Professional (DFCP) and has a Bachelor of Science degree in City and Regional Planning from The Ohio State University. He is a proud member of the Sault Ste. Marie Tribe of Chippewa Indians.

Elizabeth joined NeighborWorks Capital in May 2025 as an Accountant on the Finance team. She also plays a key role in supporting the annual audit process, overseeing electronic payments, and contributing to ongoing system enhancements to improve operational efficiency. 

Before joining NeighborWorks Capital, Elizabeth served as a Finance Specialist at Prince George's Child Resource Center in Maryland and as Head of Finance at ROI Performance Media in Madrid, Spain.

She holds a master's degree in Marketing and Business Management from EUDE Business School in Madrid and earned her undergraduate degree in Economics from the University of Havana.

Ebony most recently served as Director of Impact Investments & Community Initiatives for UnitedHealthcare, where she led the national impact investment strategy. Previously, she was the Vice-President for Investor Relations at Self-Help Credit Union, where she managed a national Investor Relations department. She has also served as Donor Relations Manager at Central Carolina Community Foundation & Congressional Fellow for the Office of Congressman James E. Clyburn, Former Majority Whip.

In addition to her professional achievements, Ebony co-hosts the Renegade Capital podcast, where she interviews thought leaders who challenge the systemic barriers in traditional finance and capital systems. Her dedication to community investing is evident through her service with organizations like US SIF, Conservation Trust of North Carolina, and Women In Philanthropy. Ebony holds a Master’s in Public Administration from the University of North Carolina at Chapel Hill and a Bachelor of Science in Marketing from Claflin University, where she graduated summa cum laude. She also earned an Executive Certificate in Financial Planning from Duke University.

Prior to that, she spent three years with a national retail merchandising firm coordinating the successful implementation of merchandising programs throughout national grocery chains.

She has a Bachelor of Science in Business Administration with a concentration in Marketing from the College of Charleston in Charleston, South Carolina.
